Student move-in Fall 2019: Sept 9-24. 12,000 students moved in.
Diverted 22.72 tons of material.
Diversion percentage by college and tonnage per site.
Couldn’t get weights on exiting containers yet as too new.
Between 4-8 EDCO people onsite at all times.
100% diversion from rolloffs. Non-rolloffs (dumpsters) not tracked, just 17 extra rolloffs.
EDCO did a great job for their first time. Good framework for moveouts.
E-waste removed at sorting facility or prior to reaching facility by teams onsite.
Fabian will send Jeffrey and Colin digital report for review, then share with working group.
Improvements for next time:
More EDCO and student labor working onsite.
Better signage.
Separate e-waste location and better bin.

SB 54: didn’t get picked up this year but is a statewide food packaging requirement only for state agencies. Won’t apply to the UC’s.
Applies to all food vendors, food trucks, catering, and packaging! Must buy from CalRecycle list in March-April 2021. (Emergency response and set up exempt.) CalFecycle list will incude types, brands, but not be SKU-specific.
Suppliers can still use supplies currently have until run out, then must buy from CalRecycle list.
Right now the forthcoming CalRecycle list doesn’t include beverage containers, straws, cup lids, and utensils, which are subject to CRV laws. Already highly recyclable so don’t need to regulate those. But are looking at beverage container law revamping in future.
Keep records but not sure if/how Calrecycle will collect. More on what you are purchasing, not sure on food trucks or leases. Should ask comment or question to Andrew and Robert writing regulation. Also ask them for early list of products to help us plan now.
Still in informal rulemaking. Formal rule making will come in Winter 2019, so send in comments and questions before that.
Starts July 1, 2020 to help you get started on meeting SB 1383.
The UC's fall under the definition of "business." However, CalRecycle is still analyzing where and how the new requirement for organics bins "to collect material purchased on the premises for immediate consumption" next to every trash bin, except restrooms, applies.
Front of the house containers and signage required for material types. In cafeterias but now will need front of the house organics. If have to buy containers, follow colors in SB 1383. Either doing it or you’re not.
Unsure of CalRecycle enforcement on UC’s. May be able to state that can’t be required to place front of house organics bins as no regional infrastructure exists to process post-consumer organics in San Diego. Diverting what can until EDCO digester taking our post-consumer organics in 2021.
Should become official with final language in Feb/March 2020.
We are considered a “non-local entity” in SB 1383. Need to comply with Article 3 and Article 7.
Labels and containers must change by 2036. To follow color guidelines, can be lid of container or body. Not regulating liners but something about plastic bags in there. Green is organics recycling. Article 7 for self-haul: see what EDCO has to follow.
May need to just have an organics bin in common areas, break rooms, etc.
Organics recycling baseline is 2014.
In 2024 we would be required to follow Article 10: 20% improvement edible food recovery by 2025.
Will be based off forthcoming waste characterization study coming out late 2019. Statewide goal.
Will be set by revenue amount: restaurants with over 250 seats and over 5K square feet must comply, along with health facilities with greater than 100 beds and onsite food facility.
Need to recover the max amount of edible food that would otherwise be disposed. Max amount over time; not set as a %.
We will need an MOU or contract in place to share with CalRecycle to show proof. Recordkeeping and reporting reqs but don’t know details yet. May have to share how much in pounds recovered.
Our on-campus student food alert may not count. Better to go through a partner (Food Recovery Network, Copia, etc.) who take recovered food to the on-campus food pantry, weighted and safely distributed. For food alert app to count, would need to have food recovery group following safety guidelines to take to a commercial kitchen to safely package and then get to pantry.
Low population waivers in SB 1383, de minimis, rural area waivers, but we probably won’t fit into that.
Lots of chances for municipalities to improve, but for UC’s no monetary penalities, just online “naughty list” shared with Governor and state legislature.
Cost study coming out soon on SB 1383. $21B to implement program to date. CalRecycle doesn’t get enough from state or any $ to implement. Usually rate payers will probably have to pay more for service to get compost pickup. Every juristdiction will be different in terms of how much trash pick up will cost. In Sacramento may go up to $40/month on trash pickup.
No reporting requirement now but could change. Might have to report to UCOP to total as a system.
Enforcement: Article 15.
CalRecycle will enforce but also jurisdictions will enforce: bin tagging, fines for contamination, comply within 90 days, could increase to another 90 days if extreme circumstances.
UCSD does contribute to City of San Diego’s trash and they could report us to CalRecycle.
After that go on naughty list on CalRecycle website, notify governor and legislature. No monetary penalties. Investigation if violations true. Local CalRecycle assistances and then state enforcement.
